Paraguay: Protect the rights of 11-year-old rape victim and give her justice

UPDATE 14 AUGUST 2015: On 13 August, doctors performed a C-section on Mainumby. Mainumby and the baby both survived the traumatic ordeal and are now recovering, and Mainumby wants to return home as soon as possible.
While Equality Now and our partner CLADEM are relieved that Mainumby survived the pregnancy, her struggles are far from over. She has been forced to become an 11-year-old mother, and still has not seen justice against her rapist. In addition, her mother lost her job as a result of this case and is worried she will not be able to support Mainumby and provide a stable home. The State has yet to deliver on promises to provide housing and support for the family.
Mainumby’s situation reflects a pattern in Paraguay, where the State is failing to protect girls from sexual assault and the enduring trauma. Within the past week alone, two more girls (both aged 12) have become pregnant as a result of sexual abuse and have been institutionalized at the same Red Cross home where Mainumby has been detained.
Join us in urgently calling on Paraguay to immediately address this epidemic of child sexual abuse, including ensuring that young abused girls like Mainumby are not detained by the state and forced to carry resulting pregnancies to term. Please also continue to take action to hold the State accountable to providing a home and financial assistance to Mainumby and her family.

Somali minister hints at move to ban FGM

Women’s minister says time has come to outlaw female genital mutilation in country with world’s highest prevalence of the practice

Somalia, the country with the highest prevalence of female genital mutilation in the world, has given its strongest signal yet that it will outlaw the brutal practice.
At a recent conference in Mogadishu, Sahra Mohammed Ali Samatar, the minister for women’s affairs, indicated that the country was moving towards an FGM ban. “Time has come for us to eradicate this bad practice and protect the rights of girls and women in our country,’’ she said.
A spokeswoman for the ministry confirmed that work was under way to introduce a bill banning the practice, currently carried out on 98% of girls in the country.
But the spokeswoman said time was running out to ensure it could be passed before potential elections next year. There are many barriers to overcome, and it is understood that the bill has not yet been drafted.
“The process of change can be very long in Somalia and there is a lot of resistance, but we are committed to making this happen,” said Ifrah Ahmed, of the ministry. “These comments from the minister are a strong sign that Somalia will ban FGM. There are real steps being made but we have to act with urgency.”
According to a recent Unicef report, more than 130 million girls and women have been subjected to FGM in 29 countries in Africa and the Middle East. The practice, which is carried out mainly on children, involves removing part or all of a girl’s outer sexual organs and can result in lifelong pain, infections, infertility and difficulties in childbirth.
In Somalia a policy on FGM is still at consultation stage, and any law would have to be passed by the cabinet, religious leaders and members of parliament.
Mary Wandia, FGM programme manager at Equality Now, praised Somalia for taking a “huge leap” with the proposed ban but warned that it would have to be firmly implemented.
“Urgent implementation of the law needs to follow to ensure that the next generation of Somali girls is freed from this extreme form of violence and discrimination,” she said. “Momentum is growing towards better laws for women and girls, and African women are leading the change.”
Cody Donahue, a child protection specialist for Unicef, said the news was especially welcome from Somalia because the practice was nearly universal there.
“Legislation is an important first step, but much more needs to be done to end the practice,” he said. “New legislation needs to be matched with community-led programmes that help reduce the stigma of not undergoing FGM and raise awareness of the law. Even if individual parents have doubts about FGM, the fact that others in the community do it helps maintain the practice. Ultimately to end FGM we need to change attitudes alongside laws.”
A spokesman for the UK’s Department for International Development said: “Somalia’s pledge to ban female genital mutilation has the potential to save millions of girls and women from the suffering caused by this practice. The minister’s words are encouraging – the next step is to turn this plan into legislation that can drive real change.”

10.5m children out of school in Nigeria – UNICEF

Jean Gough, Country Director, United Nations International Children’s Fund (UNICEF) has said that no fewer than 10.5 million Nigerian children are out of school.
Gough stated this on Tuesday in Bauchi while exchanging views with Gov. Mohammed Abubakar of Bauchi State at the Government House. She said that UNICEF was collaborating with some stakeholders to strengthen the newly-introduced Quranic School System to reduce the number of out-of-school children.

She disclosed that the fund had concluded plan to tackle the issue of child malnutrition in the state as it had discovered that 90 per cent of child diseases was as a result of malnutrition.
Gough also announced that UN body would curb public defecation, especially with more than 2,000 communities in the state defecating in open places.

“We intend to ensure that before I leave the country, at least one local government area in Bauchi state is public-defecation free. “We will also work in collaboration with the state government to boost water and sanitation towards the supply of adequate and portable drinking water.
“I will, therefore, want to appeal to the state government to pay its counterpart fund to enable us execute some of the projects,” she said.

In his response, Gov. Abubakar promised that the state government would renew all counterpart funding arrangements it had with donor agencies.
Abubakar assured that he would ensure that the funds were paid on monthly basis to enable the state to benefit from some of the projects.
He said that the government would collaborate with UNICEF to ensure that one local government area became public-defecation free to improve the public health status of the state.

Unsafe Abortions Killing a Woman Every Two Hours

Unsafe abortions are posing serious health problems among women, observe gynaecologists. All over the world about four crore women opt for abortions every year and half of them are unsafe abortions. As a result about 50,000 women are facing serious health problems while 68,000 women are dying.
Though there is no specific data on abortions in India, the situation is no better as according to a study it is said that unsafe abortions are killing a woman every two hours here. ‘’I myself come across two to three unsafe abortions every week,’’ Dr D Padmavathi, a Hyderabad-based gynaecologist says.

It is not just women from poor and uneducated background who are resorting to unsafe abortions but even well educated and working women are also falling prey to unsafe abortions. Lack of awareness and  social stigma associated with abortions is driving many women to go for unsafe abortions instead of approaching a qualified medical practitioner, observe gynaecologists.

“Many women aged between 15 and 35 years opt for abortion either due to pregnancy before marriage or even unwanted pregnancy even after marriage. In spite of many advances and lot of cultural changes still a woman cannot assert that she wants an abortion openly,” opines Dr S Shantha Kumari, secretary, Obstetrics and Gynaecological Society of Hyderabad.

The main health problems from unsafe abortions are reproductive health of woman will suffer drastically making her unable to bear a child again. In many cases where a woman uses a pill to terminate abortion, gynaecologist find that the pill may have terminated the foetus but some pieces might remain which might pose serious health problem in the future.

Sierra Leone Has First Week of No New Ebola Cases

An entire village was put under quarantine

Sierra Leone has gone one full week without any new Ebola cases, a first since the start of the outbreak over a year ago
On Monday, the World Health Organization (WHO) announced that the Ebola response has moved into “phase 3,” which means responders are working to ensure that the last known cases of Ebola in the country have not spread.

The WHO traced the final cases to a man who worked in Freetown, the capital, and then returned to his home village of Massessehbeh in a northern region in the country, called Tonkolili. The man died in a hospital while receiving malaria treatment, and a postmortem test confirmed he had Ebola. Responders put the entire village in quarantine for 21 days, bringing in water and food and providing information and support, while checking everyone daily for signs of Ebola.

Two family members of the man who died got Ebola and were treated. On Aug. 14, nearly 600 people in the village came out of quarantine and there was a celebration, the WHO said. The President of Sierra Leone, Ernest Bai Koroma, cut the quarantine tape.

Since the outbreak started, about 13,470 people in Sierra Leone have been infected with Ebola, and nearly 4,000 have died from the virus. The latest numbers available indicate that among the most affected countries of Sierra Leone, Liberia and Guinea, over 27,920 cases of Ebola have been reported and over 11,280 people have died from the disease since the start of the outbreak.

Man remanded in prison for raping 11-year-old girl

A Lagos Magistrates Court, sitting in Ikeja, has remanded one Alhaji Dauda Adebowale, 78, in prison custody for allegedly raping an 11-year-old girl.
The incident, which occurred in June at Pen Cinema, in the Agege area of the state, saw Adebowale, who hails from Abeokuta, Ogun State, beckoning on the 11-year-old to help him run some errands.

Upon the 11-year-old’s return, the old man allegedly dragged her into a shop where he forcefully had his way on her while threatening to take her life if she disclosed what transpired.

Adebowale was said to have taken advantage of the girl’s fear and subsequently raped her severally.
The act was however discovered on August 2, when the 11-year-old, who was sleeping beside her mother, suddenly woke up, screaming “penis,” to the amazement of the mother.
Following her sudden scream, the minor was interrogated by the mother, leading to her opening up.
She said, “On that Sunday, I was ill and was sleeping. She also slept beside me. She suddenly cried out, shouting, ‘Penis, Penis, Penis’. I was shocked. When I asked her what happened, she said it was a man on our street that had been having sex with her.

“I followed her to the man’s house. Some boys confronted him and he confessed to them. I then reported him at the Area G Police Command in Ogba and he was arrested. I took my daughter to a hospital for tests because she has become lean.
The medical result showed that her vagina had been tampered with and I have given it to the police.”
While throwing more light to the matter, the minor stressed that the septuagenarian raped her on several occasion.
http://dailypost.ng/2015/08/17/man-remanded-in-prison-for-raping-11-year-old-girl/
The minor affirmed, “I was passing by a shop on our street one Saturday afternoon when he called me. He was sitting outside the shop and told me to help him bring a document inside the shop. I was about to leave after I gave him the document when he dragged me inside and locked the door.
“He covered my mouth and raped me. He threatened to kill me if I told anybody. The following day, he called me again and repeated the same thing. I can’t remember how many times he had sex with me. Whenever I told him I would tell my mother, he would say I was playing with my life.
“When I could no longer bear it, I opened up to a woman in our area and she promised that she would make sure the man was evicted from the shop.
“It was few days after that my mother said she heard me shout ‘joystick’ while I was asleep.”
The septuagenarian was subsequently charged before an Ikeja Magistrates’ Court on three counts bordering on rape.

The charges reads, “That you, Alhaji Dauda Adebowale, 78, sometime in 2015, at a shop in Pen Cinema, Agege, Lagos, in the Ikeja Magisterial District, did have sexual intercourse with one 11-year-old girl.
“That you, within the same period and place in the aforementioned magisterial district, did sexually assault one 11-year-old girl.”

Adebowale however denied carrying out the act which contravenes sections 137, 166 and 257 of the Criminal Law II, Vol. 44 of Lagos State, Nigeria, 2011.
The presiding magistrate, Mr. T. Elias, granted the the 78-year-old bail in the sum of N1m with two sureties each in like sum while adjourning the matter till September 2.
Elias however ordered that he be remanded in prison custody till he is able to perfect his bail.

12-year-old girl brutally raped by UN peacekeeper in Africa

UNITED NATIONS — The UN children’s agency says a 12-year-old girl who says she was raped by a UN peacekeeper in Central African Republic went through “a most brutal ordeal,” and the United Nations is pledging to fully investigate all allegations of sexual misconduct and hold perpetrators accountable.
Amnesty International last week accused peacekeepers of the rape, and of the indiscriminate killing of a 16-year-old boy and his father, in separate incidents Aug. 2 and Aug. 3.
Secretary-General Ban Ki-moon then fired the head of the peacekeeping mission in Central African Republic, an unprecedented action.
Vannina Maestracci, a spokeswoman for Ban, said Monday that UN investigations are “complicated by the large number of nationalities of police and military personnel” involved in the operation where the alleged attacks occurred.

Group donates items to Uzuakoli Motherless Babies Home

The Igbo love for one another, which gave birth to the Igbo phrase, “Onye aghala nwanneya” (be your brother’s keeper) played out in the penultimate week when a Diaspora Igbo group, Old Bende Association, Dublin, Ireland came to the aid of the inmates of the Methodist Motherless Babies Home, Uzuakoli in Bende Local Government Area of Abia State.
The Old Bende Association in Dublin which is an umbrella body uniting Bende natives resident in Ireland and Europe, was formed about 10 years  ago to foster brotherly relationship with one another as well as Ndigbo and Nigerians abroad.
That brotherly love among members of the group came to the fore when they came  to Nigeria and made straight to the Motherless Babies Home, Uzuokali where they donated food items and play kits to the inmates.
The Motherless Babies Home, Uzuakoli was built in 1942 by the Methodist Church and presently has about 29 inmates, operating under the care of a Briton, who is the matron of the Home, Mary Corput.
Speaking at the handing over of the items to the home, the National President of the Association, Sunday Obasi Kalu Nnanna, described the gesture as a token aimed at reassuring the children of the home that the association shares with them in whatever may be their circumstances in life.
He said their gesture was borne out of love and desire to reach out and touch the lives of the poor in the society in a positive way even as he spoke of their resolve to always identify with the inmates.
“This remarkable gesture was borne out of love and desire to reach out and touch the lives of the ordinary citizens in a positive way. It is our binding assurance to you that this is just the beginning of series of likewise gestures in years to come,” he assured.
The national president stated that as an umbrella organisation uniting individuals of Old Bende descent living in the Republic of Ireland, the association has been fostering that spirit of unity and cooperation that had existed since the era of their fore-fathers which they said distinguished them among their contemporaries.
Nnanna while stating that they donated the items to the Motherless Babies Home at Uzuakoli in obedience to the axiom that says charity begins at home, added “in our host country, Ireland and indeed Europe, we have distinguished ourselves through our brotherly relationship with one another, as well as Ndigbo and Nigerians in general thereby showcasing our rich cultural heritage and values”.
Nnanna who was represented by James O. Anya said charity has been the core objective of their mission and urged the government, corporate organizations and well-meaning individuals to render assistance to the less privileged children in orphanages and motherless babies homes to give them life and hope to actualize their God-given potentials.
Receiving the items, the Matron of the Home, Mary Corput, who was represented by one of the officials, Awa Kalu, expressed gratitude to the association for the donation.
Describing the Old Bende Association as a friend of the Home, Kalu added that the donations came at the right time as the play kit facilities of the inmates had damaged.
Kalu lamented that the Home was faced with baby food challenges which he said were not normally in the line of core basic items people donate to them and appealed to the public to emulate the association, adding that those who have been blessed, should bless others.
He appealed to hospitals and health centres in the state to assist the home through subsidized charges on medical treatment for sick children, stressing that the cost of seeking medical attention for the inmates had gone beyond the reach of the home.

My husband wants to kill me with sex – Ibadan woman tells court

A middle-aged woman, Soliat Adekojo, has asked a Grade ‘C’ Customary Court sitting in Mapo, Ibadan South-East Local Government Area of Oyo State to dissolve her five years marriage to her husband, Musibau over his excessive sexual desire.
The complainant, a trader who resides at Amuloko Area of Ibadan told the court that he seduced her into marrying him five years ago and the union is blessed with a child.
Soliat said, “I wish to divorce my husband because he is fond of sex. All he knows in his life is sex and is not an ordinary desire, but a marathon sex. He used to have sexual intercourse with me, at least six days of the week and it may be twice a day. He does not give me rest of mind. He monitors me around.
“Whenever I refused to allow him, he would beat me mercilessly. I have told him on several occasions that I am not fit for marathon sex, but he refused to listen.
“On any occasion he had sexual intercourse with me, he uses his singlet and pant to clean my private part and whenever he did this, I would not be okay and may fall sick sometimes.
“On July 4, I told him I would not be able to continue to have marathon sex with him again because of my health; he panicked immediately and told me I will have to leave his house, and that before I leave,he would surely deal with me.
“I called my brother, Biodun Adebayo, to inform him about the situation of things, he came to my rescue and my husband’s mother told my brother that he should take me away from the plaintiff because she could not handle the situation.
“I later got to know through his mother that I am the plaintiff’s ninth wife.
“A week after I left his house, the plaintiff came with the police to arrest my brother, that I conspired with my brother to steal his N2.5 million.
“My brother was detained in police custody for three days but I was bailed the second day by one of the plaintiff’s daughters, Sakirat. Sakirat explained to the police that her father (the plaintiff) was lying about his claim of stolen money.
“Last year June, my husband’s friend, Alhaji Adebolu, called me to inform me that my husband had parked all my belongings to his house. He explained that he also told him that he did want to see me and his son again.
“I later went to his friend’s house to park my things. A week after, I fell sick to the extent that I was referred to a psychiatric hospital for a brain examination because they said I was always mentioning the plaintiff’s name during the sickness.
“My Lord, while passing through this sickness, the plaintiff did not for once ask after me or his only son.
“Early this year, the plaintiff arrested my brother again and he was detained at Agodi Prison for six days. He continuously threatened everyone around me with arrest.
“My Lord, I am fed up with this relationship. Please, separate us. I don’t want to die now.”
Responding to his wife’s allegation, Musibau who is an Alfa admitted to the claims but asked the court to allow him have custody of the child because his wife cannot cater for the child.
In his ruling, President of the court, Chief Agbaje Olasunkami averred, “Having observed the evidence given by both parties, the court rules thus: the divorce on repayment of bride price is hereby granted with immediate effect.”
Olasukanmi ordered that the child remain in custody of the plaintiff while the defendant must be paying a monthly sum of N3, 000 for the upkeep of the child until he is grown up.

Man rapes teenager then seizes her clothes and underwear

A 45-year-old tailor, identified only as Fasasi, allegedly seized the underwear and clothes of a 16-year-old girl after raping her in the Agege area of Lagos.
It was learnt that the teenager, Comfort (not her real name), a Secondary School Class 1 student was allegedly raped by Fasasi when she ran an errand for her mother.
Fasasi, who has since been arrested by the police, reportedly called the girl and asked her to also buy food for him while she ran the errand for her mother.
Fasasi was said to have led the teenager to his room, when she requested for the plate she was going to buy the food in, he allegedly asked her to remove her clothes and underwear. After she took her clothes and underwear off, he took them away and raped her.
When Fasasi reportedly refused to return her underwear and clothes after the rape, the girl was said to have fled the room naked. It was learnt that one of the suspect’s neighbours noticed the girl and came to her rescue.
The matter was said to have been reported at the Isokoko Police Division, and Fasasi was arrested.

According to Comfort, Fasasi threatened to stab her to death with a knife if she raised any alarm.
She added that when the suspect refused to return her clothes after the rape, she fled the room with one of his wrappers.

She said:
“It was on April 19, 2015, at about 5pm. My mother and I live on Shaiba Street in the Agege area. I had never gone to the tailor’s house before. I did not know he was a rapist.
“On the fateful day, he asked me to follow him inside his room to get the plates that I would use to buy food for him. Once I entered the room, he immediately locked the door behind him. He then brought out a knife and threatened to kill me if I did not undress.
“I begged him, but he did not listen. I was scared that he would kill me, so I obeyed. But after removing my clothes and underwear, he collected them from me, and went out with them. I asked him where he was taking them to; he said he was taking them to his shop.
“Seconds later, he returned and he raped me. I was shouting inside the room, but no one seemed to hear me. When he was done, I asked for my clothes, but he said he would not release them unless he had one more round. As soon as I saw an opportunity, I took one of his wrappers, and forced my way out of his room.”
“When I got outside, I met a woman who was one of Fasasi’s neighbours. When she saw me, she understood what had happened and confronted him.”
A resident, who identified herself simply as Abiola, to said that one Singede bailed the suspect after he was arrested.
She said,
“A week after Fasasi was arrested, we saw him returning to his shop. They said he was arraigned in court, but he had been granted bail. Singede must have secured his bail as usual.”
It was gathered that the suspect, still hasn't returned Comfort’s clothes and underwear to her.

Comfort’s mother urged the police to ensure that the suspect returned her daughter’s clothes.
She said:
“I am afraid of what he might do with my daughter’s underwear. What does he want to do with her clothes? I have been worried since the day this incident happened.”
Our correspondents gathered that the rape incident was also reported to the Lagos State Domestic and Sexual Violence Response Team.

The DSVRT Coordinator, Mrs. Lola Vivour-Adeniyi, said that a request had been sent for the transfer of the case file to the Directorate of Public Prosecutions.

“As we speak, the DPP has requested the case file to be forwarded to it. This is a case of alleged defilement, it will be prosecuted by the DPP.”

Winnie & Nelson Mandela's grandson arrested for raping a 15yr old girl

The grandson of Winnie Mandela and former President Nelson Mandela appeared in the Johannesburg Magistrate’s Court on charges of the rape of a 15-year old girl in Greenside, South Africa. It’s alleged the teen was raped when she went to use the rest room in a restaurant and the boy grabbed and raped her inside one of the toilets.

The young man, who is in his 20s, cannot be named until he pleads guilty to the allegation leveled against him.

According to Daily Sun, the incident happened at a popular restaurant on Friday, August 14th. The boy’s grandmother Winnie Madikizela-Mandela’s bodyguard intimidated the father of the rape victim when he initially tried to file a criminal charge against him, according to girl’s family spokesperson.

"Instead, Winnie’s bodyguard went to the family pretending to be a cop. The father was told there was no need to arrest the suspect but when the father asked to see his badge, he didn’t have one. It turned out he had been sent by Winnie" he said.
Meanwhile, Winnie Mandela promised to hand him over to the police. She also said she will call a press conference. None of the promises has been so far kept. "
Just because they have a famous surname, they think they can get away with crime. Children can’t just be raped and then everything is alright. The girl is young and doesn’t even drink" the spokesperson added.
Gauteng police spokesman Brigadier Mashadi Selepe said they are investigating a case of rape opened on August 14.

Boko Haram freed Nigerian women tell of captivity horror story

BBC's Donna Larsen reports "The Nigerian army has freed nearly 700 hostages in the last week"
It was reported that after the interviewing the former hostages held by Boko Haram militants in northern Nigeria the previously freed captives stated that some fellow captives were stoned to death as the army approached to rescue them.
The women stated that Boko Haram fighters started killing them when they refused to run away with the boko haram militants as the army came approached.
A group of nearly 300 women and children was brought out of the deep Sambisa forest to a government camp for proper protection and care.
The military reported it has rescued more than 700 people in the past week from the Islamic group .The women said that several others were killed in the stoning, but they did not know how many they were. The women also reported that several others were killed inadvertently by the military during the rescue operation, because the military did not know they were no the militant.
Soldiers did not realize "in time that we were not the enemies" and some women and children were "run over by their trucks", said survivor Asama Umoru.
Salamatu Bulama says she was among the women stoned by the militants and the military.
It was reported that during the interview the survivors said that when they were initially captured, the militants had killed men and older boys in front of their families before taking women and children into the forest and some women were forced into marriage.
It was reported that some of the children were severely malnourished many are now eating their first proper meal for months.
Other survivors reported that the militant Islamists never let them out of their sight, not even when they went to the toilet.
"They didn't allow us to move an inch," one of the freed women, Asabe Umaru, told Reuters news agency. "We were kept in one place. We were under bondage."
One woman described how they were fed just one meal a day. "We were fed only ground dry maize in the afternoons. It was not good for human consumption," Cecilia Abel told Reuters news agency.
"Every day, we witnessed the death of one of us and waited for our turn," said Umaru, a 24-year-old mother of two.
It was reported some of the children were "just little skeletal bodies with flaps of skin that make them look like old people", Associated Press reporter Michelle Faul told the BBC after visiting the camp where survivors were staying.
A doctor, Muhammad Amin Suleiman, said many severely malnourished babies and children had been put on intravenous drips at a clinic to help sustain their health.
The women stated that they and children had to travel for three days on pick-up trucks from the vast Sambisa forest where they were rescued, to the camp in the city of Yola, where they arrived on a Saturday night.
Through interviews, officials have determined that almost all those rescued are from Gumsuri, a village near the town of Chibok, the Associated Press news agency reports.
Thousands have been killed in northern Nigeria since Boko Haram began its insurgency in 2009 to create an Islamic state.
In February, Nigeria's military, backed by troops from neighboring countries, launched a major offensive against the Islamist fighters, recapturing most of the territory Boko Haram had taken in the previous year.
Their last remaining hideouts are believed to be in the Sambisa forest which the milliary have also taken over.
